REACH: Implementing regulation for dossier updates published

On 12.10.2020, Commission Implementing Regulation (EU) 2020/1435 of October 9, 2020, on the duties placed on registrants to update their registrations under Regulation (EC) No. 1907/2006 of the European Parliament and of the Council concerning the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH) was published in the Official Journal of the EU. The regulation already enters into force on 11.12.2020.

Prohibition of the placing on the market of certain single-use plastic products and products made of oxo-degradable plastics

On 17.09.2020, the German Bundestag passed the so-called Disposable Plastics Prohibition Ordinance (EWKVerbotsV), which prohibits the placing on the market of certain single-use plastic products and products made of oxo-degradable plastics in order to prevent environmental pollution, marine litter and to use resources more efficiently.

Reporting obligation for SVHCs implemented in German law

With its decision of 17.09.2020, the German Bundestag transposed the obligation to report substances of very high concern in articles to the European Chemicals Agency in accordance with Article 9 (1) (i) of the Waste Framework Directive 2008/98/EC as amended by Directive (EU) 2018/851 into German law.

Amendment of the German Battery Act passed in the Bundestag

With its resolution of 17.09.2020, the German Bundestag passed a comprehensive amendment to the Battery Act. Since the approval of the Bundesrat is not required, the changes will come into force as planned on 01.01.2021.

SCIP Database – Facilitation for distributors and assemblers

Steadily, the design of the SCIP database is taking on concrete features. The information to be reported in the database has been fixed for some time and despite considerable reservations about exceeding the legal framework, there are no signs of a reduction in data requirements. However, ECHA has now taken up a substantial simplification for distributors and assemblers, which has long been demanded by industry.

Reprocessing of single-use devices – Common specifications for healthcare facilities and external reprocessers defined

On August 19, 2020, the EU Commission issued the IMPLEMENTING REGULATION (EU) 2020/1207, which defines the common specifications for the reprocessing of single-use devices within healthcare facilities and by external reprocessors.

RoHS: EN 50581:2012 replaced by EN IEC 63000:2018

With Commission Implementing Decision (EU) 2020/659 of the Commission of 15.05.2020 on the harmonized standard for technical documentation for the assessment of materials, components and electrical and electronic equipment in support of Directive 2011/65/EU of the European Parliament and of the Council (OJ EU L 155 of 18.05.2020, page 12), the already expected replacement of the previous EN 50581:2012 by the new EN IEC 63000:2018 was initiated.

Ban of lightweight plastic carrier bags planned – draft of a first act to amend the packaging law

The draft of the First Act to amend the German Packaging Act (VerpackG), which is currently being discussed in the German Bundestag, has only one object of regulation – the ban on lightweight plastic carrier bags.
